A home copy is a photo, text or digital copy taken by someone for their own non-commercial use.
This is permitted under the Dutch Copyright Act (Articles 16b and 16c). Under this act, you may make a copy of a work for your own personal use without permission, provided that the copy is made from a legal source. It is also important that the copy is intended for your own study or personal use and is not disclosed to anyone, for example by showing it in an educational setting. As soon as the personal copy is disclosed, it leaves the private sphere and 'personal use' no longer applies.
The authors of the copied works do have to receive a fee for this. Stichting de Thuiskopie handles this.
