Should all consulted publications be included in the reference list?

The reference list only contains the sources that are cited in the text.
For example, if you look up the meaning of a word in a dictionary to better understand a document, the consulted dictionary is not included in the reference list. However, if you include the meaning of the word in your own report, you do have to include the dictionary in the reference list.
