Is the library permitted to allow people to watch videos from the collection?
If it is a physical collection of legally purchased films stored on tangible media such as DVDs, CDs or video tapes, they can also be viewed.
However, the terms of use of these films may prohibit viewing outside the domestic sphere. See also the education exceptions under Copyright fundamentals. Films can't be made available digitally without specific arrangements. New disclosure always requires the permission of the rightsholder.
