Who owns the copyright if the creator of a video, audio recording or photo is employed by an education institution?

In accordance with the Dutch Copyright Act, the employer owns the copyright in works (or contributions to works) created by employees as part of their duties in an employment relationship. However, this only applies to the exploitation rights: the moral rights remain with the employee themselves.
